Base Community Council highlights water security initiatives and new community medical resources

The Steadfast Line welcomed community partners, representatives from the Office of the Deputy Assistant Secretary of the Air Force for Infrastructure, Energy and Environment (SAF/IEE), and officials from the United States Geological Survey (USGS) to the Base Community Council on Feb. 6, 2026, to discuss regional water security efforts and long-term stewardship of the Ogallala Aquifer.

More than 100 service members and community guests attended the meeting, which featured briefings detailing ongoing SAF/IEE water security efforts and a demonstration flight of an airborne electromagnetic survey helicopter. The aircraft uses sensors to map underground water resources, helping scientists with the USGS better understand where ground water is located and the depths of the groundwater without the need for drilling.

The survey is focused on a section of the Ogallala Aquifer that runs beneath portions of eastern New Mexico, including Cannon AFB. The data collected helps identify potential well locations, assess current and future groundwater availability, and guide land and water management decisions. Officials said the technology allows for faster, more cost-effective planning while minimizing environmental impact.

“Water security is part of installation and community resilience,” said Col. Robert Johnston, commander of the 27th Special Operations Wing. “Taking care of the resources we rely on today helps ensure the Steadfast Line will be ready to support global special operations, anyplace, any time, anywhere, for decades to come.”

In addition to water security briefings, council members received updates on local community initiatives, including progress on the new Horizons Behavioral Health Care facility in Clovis, New Mexico, which recently began construction.

“Our mission is to maintain the dignity of human life,” said Rob Neely, a representative with Community Bridges. “Our purpose is to be a positive force in our community by promoting service, humanity and empowerment.”

Cannon Air Force Base remains committed to responsible resource stewardship, strong community partnerships and long-term community resiliency across eastern New Mexico.

The next Base Community Council meeting is scheduled for April 24, 2026.
