DeCA deli, bakery operations: Gap in contract services for 22 locations Published March 2, 2015 Defense Commissary Agency CANNON AIR FORCE BASE, N.M. -- Deli and bakery operation contracts were terminated at 22 Defense Commissary Agency commissaries throughout the Midwest region of the U.S., Feb. 28. All deli and bakery facilities in DeCA commissaries are contractor owned and operated; due to recurring deficient services by the contractor, DeCA made the determination to allow an existing contract to expire last month. As a result, Cannon’s deli and bakery, along with 21 other commissaries, will no longer be offering deli and bakery services until a suitable replacement contract can be awarded, and the new operator is able to provide the necessary personnel and products to resume operations. According to officials, the original contract was awarded Jan. 5, 2010 to the Nayyarsons Corporation, New Hyde Park, New York. This award resulted from a fully competitive solicitation to provide deli and bakery operations for DeCA facilities. The contract, when drafted, covered a total of 22 store locations from North Dakota to western Texas. In January 2015, the contracting officer became aware of performance-related issues at several store locations serviced by the Nayyarsons Corporation. These issues were wide in range. With the expiration of the contract on Feb. 28, 2015, the requirements for 22 store locations were removed from Nayyarsons’ responsibility. Nayyarsons has two additional DeCA contracts, totaling 21 stores in other states that do not expire until June 2015 and June 2016. The contract remains in effect at these alternate locations. The overarching decision was discussed with Nayyarsons, and they were amenable to the final outcome. What does this mean for Team Cannon? DeCA is currently pursuing an accelerated acquisition for replacement services in the 22 store locations now without deli-bakery operations. The anticipated award announcement is scheduled for mid-April 2015, with target performance start-up in mid-May 2015. Air Commandos, families and commissary shoppers are asked to be patient while DeCA works diligently to find and provide a solution to this issue.
