Col. Churchill is the Military Deputy Director, Program Analysis and Financial Management Directorate (J8), United States Transportation Command, Scott Air Force Base Illinois. He is responsible for executing a unique and highly complex 9.5 billion dollar Transportation Working Capital Fund and 200 million dollar appropriated budget for a warfighting combatant command. He provides proactive leadership and oversight for four divisions encompassing Budget, Accounting, Audit, Internal Controls, PPBE Integration, Corporate Governance, and Program Executive Office-Information Technology resource support.
Col. Churchill began his Air Force career in September 1994, enlisting as an Airman Basic and rising to the rank of Technical Sergeant before earning his commission in August 2004 as a Distinguished Graduate from the Officer Training School. Since commissioning, he has served in a variety of Air Force Financial Management leadership positions at various levels including wing, major command, sub-unified command, Headquarters Air Force, and combatant command. Throughout his career he deployed on multiple occasions supporting Operations Southern and Northern Watch, Iraqi Freedom, and Enduring Freedom.
Prior to his current position, Col. Churchill was a graduate student at the National Defense University’s Dwight D. Eisenhower School for National Security and Resource Strategy, Fort Lesley McNair, Washington, D.C.
